Blocks that are placed in downwards flowing water don't properly update water flow
To reproduce
- Dig a 2x2x2 hole
- Place 4 water source blocks on the top layer
- Place 2 slabs diagonally on the bottom layer
- Place 2 kelp in the remaining 2 spots on the bottom layer
→
Observe that the slabs do not become waterlogged after placing the second kelp. - Destroy a block adjacent to one of the kelp
→
The water now updates and waterlogs the slabs.

Another way to reproduce this is from MC-259185 - a dupe of this bug:
"Step to reproduce:
Step 1: Copy the setup (see below), you can make as high as you want
Step 2: Break the blue glass
Step 3: When the water flows down and touch the ground, quickly place the kelp, seagrass, coral, dead coral, coral fan, dead coral fan or conduit before the water spreads
Step 4: Done!Note: You can place a block next to the kelp, seagrass, coral, dead coral, coral fan, dead coral fan or conduit to updates the water"

it's same as MC-133814 - by placing second pickle you created second watersource and 2 water sources spreaded to waterloggable blocks like normal.
No, this ticket is about the 2 pickle water blocks not spreading to the slabs.
This affects 1.13.1.
