I wasn't able to recreate this issue on 1.13.1. What are some of the things you weren't able to right click on? I attempted chests, crafting tables, furnaces, and hotbar armor items and everything worked just fine. Are you sure you're not accidentally pressing any buttons while entering/exiting the villager trading menu?
Nope! Just tested it and it's not an issue in 1.13.1, @Asteraoth. The only time you don't receive feedback is if the user is already in the gamemode you're trying to change them to.
Kind of confirmed in 1.13.1. Wolves do follow you, yes. Their eyes don't turn red, though, and they sit back down at the location you attacked yourself whether you're still there or not. I feel like this may have been intended as it would make sense for wolves to scope out the location of their owner's hurting to see if the danger still exists and, if possible, eliminate said danger.

This affects 1.13.1 however I believe the issue isn't that you get night vision but rather that the underwater filter temporarily disappears seeing as both effects look different.

Issue no longer present in 1.13.1. Tested with villager, wolf (wild), wolf (pet), and sheep and all mobs spawned in the nether before I did.
