MC-136987Command Blocks have broken displays in certain chunks
A bug which causes the display of a command block to stop working.
The above video describes the bug, which is weird. Note the following:
-The bug only occurs in certain chunks, but effects all command blocks in the chunk
-The world in which the bug occurs has a large amount of command blocks and scoreboard objectives
-The world in which the bug occurs was created in the 1.13 snapshots
Sorry of this has been uploaded before, I couldn't find anything.
