Using Flint and Steel on non-ignitable blocks should be blocked
When you right-click on a block that isn't ignitable at that moment, a block update + lightning update are sent to the client. This increases the chunk updates (normal: 90 updates; holding right mouse button: 140 updates) and amount of frames per second. It does trigger a quick lightning flash (blocks around gets lighten up), but this is the frame after reverted.

It does seem like an issue where unnecessary packets are being sent to Minecraft servers. Maybe it can be fixed in future versions if you post a suggestion. Sorry.
