How to reproduce
- Take a Creeper and a flint and steel
- Do a right-click with the flint and steel on the Creeper

Watch your stats of "Mobs Killed" before and after this action.

Feature perhaps, you don't even kill the Creeper, just igniting it as TNT.
In a word, ignite =/= kill.
Possibly is, seeing as it doesn't do a death animation, but you'll need a Mojang source saying so.
