MC-148165Bow with Flame Enchantment does not Activate TNT when Hit on the Top
I know there was this exact issue in 1.4 (see MC-541) but it is "resolved", as it was fixed but it's an issue again.
To reproduce: Hit the top of a TNT block with a flaming arrow.

I Really Enjoy This Game. But At One Moment I Stopped It And Look Around For Bugs That Need To Be Fixed. And I Saw Hundreds And Hundreds.
