MC-1631Golden Apples in chest are not enchanted.
Enchanted Golden Apple was included in dungeon chests as a very rare item with only 0.7 % spawning chance. That apple was swapped by the one crafted with gold nuggets but not changed back when the Enchanted Golden Apple was reintroduced, despite Dinnerbone's interest in inproving dungeon loot.
The odds of finding an enchanted apple in a dungeon chest is so low, that the right reward seems to be the Enchanted Golden Apple.

A 0.1% chance for an Enchanted Golden Apple would be good

I'm with Mustek. Not a bug. They changed the way golden apples work when they re-introduced them.

Finding enchanted golden apples in random dungeons would be unbalanced in its own right – beat up a few skeletons and you get something that's worth 8 golden <i>blocks</i>?
I would say this is not resolved. In 1.7 beta and earlier golden apples in dungeons were worth 8 blocks of gold and an apple (which was unobtainable unless you killed Notch.) Now apples are easy to get and the version in dungeons only cost 8 gold ingots. Not even 1 bar. And they are the rarest loot. I think when the new enchanted golden apples were added they forgot to change it back in the dungeons.
