Nether Portals spawning algorithm changed breaking some very old farm designs

Changed Description:
A better solution to the unbreakable glass panes and glass issue from
MC-1574would be to assing pickaxe as the necessary tool to break glass. Otherwise some unwanted situation could happen in Adventure Mode.E.g.:
- Secret areas visible through glass can be accesed by breaking the glass.
- Unreachable areas (houses with windows) could be entered.
- Cristal domes that allow light inside could be trespassed, players exit the map.
Changed Summary:

This is not a bug, but it will be great yo be in the game...
I edit the issue, to make it clear that it refers to Adventure Mode.
Using shears it drops string, but Seth says that it should drop cobweb item when you use Silk Touch.

What about a tool for singleplayer worlds? I have one world since 1.3 and it's impossible to visit all the structures so... anyone knows about any tool?
Pressing Shift you can hear the sound, without pressing it the issue stills there. Tested on 1.9 Pre-Release 1

I agree 100% with Eta740, this gamerule doesn't make sense to be on by default.
It works even if you don't press right click after the first hit, this breaks completly PvP Axe Mechanic.

Would it be posible to at least keep the report as private since I consider part of the information provided as "personal information"?
The reason I submitted it as private is because I'm a content creator and the reasoning behind the report contains spoilers of the content I've been preparing for years now.
On the other hand, what I'm asking for is to revert a very specific change of the behaviour of an already existing feature since way back, when portals were added to the game. I don't see it as a feature request or suggestion by the same logic as, if Zombified Piglins stopped spawning on obsidian in the next release, it would be a unintended change caused by code refactoring. And, as I argumented in the report, being that uncommon, this case is probably the same as the example.
