not a bug that is how MC is and has been.
this is the biggest bug since the Halloween update last year
Bug means does not work as intended. MC is supposed to work this way, hence not bug.
fish have been this way since the introduction of the fishing rod way back in 2010 with alpha.
Fish do not appear simply because they do not exist - a fish mob has not been implemented.
oh i thought this was a bug, cause they have fish items but no mobs
Technically a Fixed Bug, fish have been added in 1.13 snapshots.
