MC-223941Strongholds don't generate in river biomes
Create a single biome world with River or Frozen River selected. Use the /locate stronghold command, and you'll get a message saying that the structure can't be found.
This is related to MC-128762, MC-136288 and MC-158410. In all of these cases, strongholds aren't listed in the .json files of the biomes.

Can confirm in 1.17-pre5.
Can confirm in 1.17.1. I've attached a video and a screenshot demonstrating this issue.
Cannot confirm in 1.18.1.
This has been fixed at some point.
