Strongholds do not generate in ocean buffet worlds
I am running the Java version of Minecraft currently set at the latest snapshot 18w16a. When creating a world using the new World Type: Buffet option and selecting any of the ocean options a stronghold will not spawn. Some examples are Ocean, Deep Ocean, Warm Ocean, Deep Frozen Ocean, etc.
I can use /locate and it will give me the coordinates for the nearest stronghold but I cannot /tp to it and when I arrive at the location there is nothing there (just normal stone/gravel and maybe a cave). I have also used Eyes of Ender to find the spawn location of the structure but when I get there, nothing is under the ocean floor and the Eyes continue to point downward until I hit bedrock.
In non-ocean-based Buffet style worlds, the strongholds seem to generate fine. Also, in normal world generation done in 18w16a the strongholds seem to have no problem with spawning underwater in ocean biomes.
Mineshafts are unaffected and spawn fine in all Buffet ocean zones under the ocean floor.

The title of this shouldn't say that this only happens in buffet world generation since there has been a duplicate of this that shows this happening in regular world generation.
This can also happen in regular world generation (in oceans) based on an undetailed duplicate of this report (
MC-128044), so to clear up confusion, the title should remove the 'buffet" part because this has been confirmed multiple times for regular world generation as well.

Create a single biome world with River or Frozen River selected. Use the /locate stronghold command, and you'll get a message saying that the structure can't be found.
This is related to MC-128762, MC-136288 and MC-158410. In all of these cases, strongholds aren't listed in the .json files of the biomes.

I had this happen in a normally generated world. I used the Eye of Ender to find it, but there was nothing there. I tried /locate and it said it was in the same location. I even checked with spectator mode. All that is in the area is normal caves and one dungeon.

The pic above shows the tunnel I dug straight down from the location.
I've had this same issue with my world as well. For some reason the yes of ender seem to lead me RIGHT beneath my spawn but there's nothing there.
This also affects superflat ocean biome. I made a more general ticket that no ocean biome spawns strongholds. This bug still exists in 1.14 release.
Still exists in 1.14.2
Still exists in 1.14.4 and applies to beach buffet worlds as well.
I'm not getting anything with /locate and I can't even throw an Eye of Ender, nothing happens and the EoE remains in my inventory.
Still exists in 1.15.1
Tried doing this on a server only to find this issue in 1.15.2 as well
This also affects the beach biome
This bug was reported in 2018, now it is 2 years later.
Snapshot for 1.6 20w15a and it still exists.
Come on mojang...
Still in 20w18a. Ruined Nether Portals do generate in Buffet Ocean worlds, though.
Found a stronghold in my 1.16.1 Deep Warm Ocean world. Seed from Re-Create World option: 64563297. I'm playing Hardcore so couldn't use commands. I'll try to attach screenshot for coordinates. I've been playing buffet deep ocean worlds for a couple years now. First time I've found a stronghold. Didn't explore fully so I don't know if portal room generated.
Verified above, then verified on a new Deep Warm Ocean single biome world, and a new Warm Ocean single biome world. Eyes of Ender would not throw, /locate stronghold brought up no results.
Dropped level.dat into chunkbase, /tp'd to multiple of the locations specified. One Stronghold was not at the given location, but found three other Strongholds, with portal rooms.
Strongholds are generating, we just can't find them via in-game methods.
Can confirm in 21w06a.
Can confirm in 21w11a.
Can confirm in 21w16a. The biome files for the oceans don't contain strongholds, so they can't generate in oceans even in normal worlds
Can confirm in 1.17.1. Video attached.
Cannot reproduce in 21w41a altough it was probably fixed earlier
This was fixed in 21w38a
