when you hit a fire in survival mode you put it out.
But you can only do this in adventure mode if you use the tool that is used to mine the block that the fire is on (if that makes sence)

That may be intended as I bleive they made certain blocks breakable in adventure mode only when using a tool. Fire is technically a block so it would fall under this rule.

As I think, in reality, you can't extinguish fire by hand, but more by putting a bucket of water on it ... and ... in adventure mode,It seems ... it works ...
