The bug
MC-2474 was fixed in 23w14a. However, for flowers, it was only fixed for the two-block-tall kind. One-block-tall flowers still count as obstructions, which is inconsistent.
How to reproduce
- Create a fully powered up enchanting setup
- Check that it works
- Place one block tall flowers between the table and the bookshelves
- Check again
Expected results
These tiny flowers would not block line of sight to the bookshelf.
Actual results
They do.
How to fix
One-block tall flowers could be made replaceable like other non-obstructing small plants are (fixing MC-118501 as a result), which would mean they wouldn't block bookshelves from interacting with enchanting tables. See also MC-255846.

The bug
Pitcher plants placed between enchanting tables and bookshelves which power up said enchanting tables will stop the enchanting table from being powered by said bookshelf.
How to fix
Add pitcher plants to the #minecraft:replaceable block tag.
The bug
Rose bushes, peonies, lilacs and sunflowers are part of the block tag #minecraft:replaceable. This means that they do not block line of sight from an enchanting table to a bookshelf.
Due to the Works As Intended resolutions of MC-261613 and MC-261618, I am led to believe that this case is the issue. Removing these four blocks from the block tag would also "fix" MC-255846.
How to reproduce
- Create a valid enchanting setup
- Fill it with one of the four species of two block tall flowers
Expected results
Since pitcher plants and one block tall flowers block the enchanting table from interacting with bookshelves, these four species would also do so.
Actual results
They do not.

Tall grass and large ferns must remain part of this tag due to them being actually replaceable.
