While part of this bug is WAI, replaceable blocks will be allowed between the table and shelves without affecting the bonus.
The Bug:
Transparent blocks placed between bookshelves and enchanting tables negate bonuses received from bookshelves.
Steps to Reproduce:
- Build the setup shown in the attachment below. setup.png
- Obtain some lapis along with a diamond pickaxe.
- Place the diamond pickaxe inside the enchanting table and take note of the enchantments available.
- Place some carpets on top of the diamond blocks.
- Place the diamond pickaxe inside the enchanting table.
- Take note as to whether or not transparent blocks placed between bookshelves and enchanting tables negate bonuses received from bookshelves.
Observed Behavior:
Transparent blocks negate bonuses received from bookshelves.
Expected Behavior:
Transparent blocks would not negate bonuses received from bookshelves.

I was in the middle of enchanting weapons while it was snowing. I began receiving less enchantment levels as blocks got more and more snow on them.

The snow should'nt stop it, that's my point. Seems weird that just because something like snow is in place, you can't get benefits from bookshelves. It does'nt make sense to me. However that's my opinion. Mojang can do w/e they want with the information ive given them. Not a big deal, just strange.

I don't think this is strictly a duplicate of MC-2474. It's problem is that certain blocks prevent access to bookshelves depending on the block type. In my screenshots, you can see that between the enchanting table and the bookshelves, there is nothing but air, so going by pure MC logic, this setup should work. But I have slabs and trapdoors 1 block above this air and this somehow is a problem to the enchanting table.
MC-245857 – and MC-2474 which it refers to – speak of 16 bookshelves and that fewer of them than the stated expectation are increasing the available enchantment levels. The scenario here uses 15 bookshelves but more than expected are active. I don't dispute that there may be a connection but I'm afraid I can't view this as intended behavior. I would expect the carpet in MC-2474 and the trap doors in MC-245857 to block the bookshelves. Just as I would expect my torches to block nine of them – but they do not, as of v1.18.2.
Unless I'm misinterpreting what I'm seeing, MC-245857 is resolved because it was marked as a duplicate of MC-2474, and the latter is unresolved. Do you know of any changes that have actively been made to fix MC-245857 and when those have been made?
Good point reg. the collisions. I'll try my scenario with carpets/snow instead of torches after work. However, I can already state that a torch straight next (i.e. not diagonally) to the enchantment table does reduce the available enchantment levels.
Enchanting items is still 100% possible, so I'd agree that this is more of a change than it is a bug. However, the process has (a) become less intuitive (you have to place a torch on the left red bookshelf in binary.png to block the brown bookshelf) and (b) requires more torches (prior to this a torch in the corners could block up to six bookshelves, now only three). "Degrade" isn't the word I'd choose (where there's a will there's a way) but the experience certainly has not improved with this change.
A different way to describe the blocking behavior is that in v18.1 and before, the space taken up by a stack of two bookshelves was treated as one logical unit, i.e. a single obstruction either on the lower level (like the carpet in MC-2474) or on the upper level (like the trapdoors in MC-245857) would block bookshelves on both levels. The fix for MC-245857 seems to have been to separate the two levels, i.e. blocking a bookshelf on the upper level now requires an obstruction on the upper level, while at the same time that doesn't affect the bottom bookshelves any longer.
What violine1101 is describing as "overcompensated" is that this same fix in 22w07a also changes the bookshelves that an obstruction is affecting. Before, an obstruction directly to the side (East, North, South, West) of the enchantment table would only affect one column of bookshelves, while an obstruction diagonally would affect the three columns directly to the side of the obstruction and in the very corner of the setup. As of 22w07a, an obstruction to the side blocks three columns of bookshelves, while an obstruction in the corners only affects one. So if only this latter (inadvertent?) part of the change was reversed, it would help with my complaint (a) above and make enchanting more intuitive and familiar again. Due to the independent levels it would still (b) require more torches than before but I think that's an acceptable compromise as it would leave the fix for MC-245857 in place.

The bug
MC-2474 was fixed in 23w14a. However, for flowers, it was only fixed for the two-block-tall kind. One-block-tall flowers still count as obstructions, which is inconsistent.
How to reproduce
- Create a fully powered up enchanting setup
- Check that it works
- Place one block tall flowers between the table and the bookshelves
- Check again
Expected results
These tiny flowers would not block line of sight to the bookshelf.
Actual results
They do.
How to fix
One-block tall flowers could be made replaceable like other non-obstructing small plants are (fixing MC-118501 as a result), which would mean they wouldn't block bookshelves from interacting with enchanting tables. See also MC-255846.

Similar issue as Java's MC-2474, which was fixed in 1.20 snapshot, but not on Bedrock.
Replaceable blocks placed between bookshelves and enchanting tables negate bonuses received from bookshelves. The following blocks that blocks/negate bonuses from bookshelves are as follows:
Lava, Grass, Fern, Dead Bush, Seagrass, Tall Seagrass, Fire, Soul Fire, Vine, Glow Lichen, Tall Grass, Large Fern, Bubble Column, Warped Roots, Nether Sprouts, Crimson Roots, And Hanging Roots.
Steps to Reproduce
- Build the setup shown in the attachment below.
- Obtain some lapis along with any enchantable tools/weapons.
- Place it inside the enchanting table and take note of the enchantments available.
- Place some replaceable blocks in between the bookshelves and the enchanting tables.
- Place the enchantable tools/weapons inside the enchanting table.
- Take note as to whether or not replaceable blocks placed between bookshelves and enchanting tables negate bonuses received from bookshelves.
Observed Result
Replaceable blocks negate bonuses received from bookshelves.
Expected Result
Replaceable blocks would not negate bonuses received from bookshelves.
Intended per Mojang's comment on MC-2474: Only replacable blocks blocking bookshelves was a bug; carpets are not replacable.

This is because the enchantment table NEEDS 1 whole block to grab the stuff - the snow stops it - Put a roof over the room

Snow is a block, it just doesn't fill its space. Torches have the same effect, and are more controllable if you want to do cheaper enchants.
Mushrooms block as well.
I think its illogical that snow, carpet, or any block that doesn't take the entire block portion covers it. imagine you are building a home and carpet blocks you from opening your drawers? Makes no sense. I think snow and carpet should be an exception to this rule, specifically because carpet is used as a decoration! I hate seeing stone blocks near the enchantment table and everything else is carpet.
This is a similar problem to carpets, I hope This and my Issue MC 33150 will be fixed
Hate to break the news Ben, but they said this is normal and works as intended, so it will not be fixed. I personally would like to ask someone to put carpet between a table and a tv, let me know if it breaks vision. Logic of some of these programmers is sad. Carpet/Snow is a decorative item, and who would want the enchantment table room be not carpeted? I mean its not like we are asking them to do this with flowers too, and other blocks that do not take a whole block.
While it can be easily explained why, technically, it's behaving as it is. (it's a block, voxel pathfinding, etc.)
But is it really intended?? By answering yes to this question you're essentially agreeing that the developers sat down and said "You know what?! I think carpets should block line of sight of the enchanting table"
I respect the moderators attempting to filter things, but for bug reports to work, at one point you have to stop thinking as a programmer and try to see things from the perspective of the client/user/gamer. In whose mind, besides a programmer, does a carpet block line-of-sight?!
If you really want to get technical, in the code, a block of "air" is actually a block itself... so how is it not blocking line-of-sight?! Hint: It was coded not to.
As for "They have said it is working as intended". Who actually said that?! A Mojang employee? An Atlassian employee?! Who?! (Citation source needed!)
Since the introduction of the enchanting table, the devs have been very consistent that any block, <i>including partial blocks</i>, between a bookshelf and the enchanting table, will block the bookshelf's effect. Carpets are a partial block, just like snow and torches. Just because their hitbox and texture are small and flat, does not change this. Neither does their transparency.
Just because you, personally, don't like how something behaves, that does not make it a bug. If you absolutely must have a colored floor between your enchantment table and bookshelves, you are free to replace the floor blocks themselves with wool.

While part of this bug is WAI, replaceable blocks will be allowed between the table and shelves without affecting the bonus.
By 'replacable', do you mean replacable blocks like snow, grass and vines, or blocks that get broken by water?
