Stronghold terrain encapsulation occasionally fails to completely cover the structure
Very rarely, a stronghold can generate exposed to a noise cave or the world surface, seemingly without the presence of a cave carver. I first noticed this issue a while ago on the ocean floor (probably pre-1.20) but deleted the world without recording the seed or coordinates; now at long last I have found another occurrence.
Seed: 47874503654705 Coordinates: /execute in minecraft:overworld run teleport @s 1059.34 39.39 -1488.44 186.65 23.81
Context
As per [Mojang] slicedlime's comment on MC-266446, noise caves should not be able to directly abut encapsulated structures. Although the structure encapsulation option was only added in 1.20.5-pre1, strongholds have been encapsulated in this way for a while now, probably since at least the 1.18 snapshots. I don't know how much difference there is between stronghold encapsulation and "new" encapsulation, but it would not surprise me if there was some difference, given that strongholds are very old structures.
Unrelated note
MC-267423 also occurs with this seed.

Confirmed with multiple seeds:
193221013593822
/tp -1802 -22 -1353
193222432622646
/tp -2392 -3 -102
193224483917634
/tp 708 37 -1931
They all exposed to the deep water.
Wow, you found those fast!
After checking out your first seed (which I uploaded a screenshot of) it definitely seems like the encapsulation is a bit too low down sometimes. I wouldn't be surprised if this is stronghold-specific, since their generation is so generally buggy and weird compared to modern structures.
Thank you for your report!
After consideration, the issue is being closed as Won't Fix.
Please note that this is not the same as Working as Intended, as this bug report correctly describes behavior in the game that might not be the intended or desirable behavior, but it will not be fixed right now. Sometimes, this is because the issue reported is minor and/or impossible to change without large architectural changes to the code base.
