When casting a fishing rod underwater towards a block it becomes stuck on the block or does not float to the surface of the water.

Confirmed.
Pretty sure it's supposed to do that. If you cast the line at a block, it will hook onto the block, and deliberately takes double durability damage. This may be intended to discourage fishing in small pools.
Cannot reproduce in 1.7.5 nor 14w08a.
