MC-433Endermen don't drop held block
I expect endermen to drop the block they're holding with 100% chance but they don't.
To recreate: Kill an enderman holding a block, it might or might not drop an ender pearl, but never the block it's holding.

I can't comment on MC-433 but did anyone in mojang actually say that this was intended? It seems to me like this is something they forgot, not something they intended.

Are you talking about a block they're holding, or their death drop (Ender Pearls)? The former is MC-433, and it's intended that they don't drop any block they're holding when they die from any means. As for TNT, I just tested blowing up a couple Endermen, and one of them did drop a pearl. However, Ender Pearls are not a particularly common drop, and with TNT, there's a good chance that the blast will destroy dropped items depending on the location of the blast relative to the mob, and how much of the blast was absorbed by nearby blocks.
Enderman function this way intentionally, thus this is a feature request not a bug. However I do agree, it would make sense for them to drop the block they hold.
Works as intended.
