Sneaking makes impossible interaction with blocks even without anything placeble/consumable/usable in your hand
What I expected to happen was:
1. If you hold Shift, you can place blocks on mechanisms and blocks with GUI.
2. Nothing else.
What actually happened was:
Holding Shift without block in your hand makes impossible to interact with normally interactable blocks. This applies only for items, empty hand works as intended.
Steps to reproduce:
1. Build a door.
2. Take any non-usable, non-placable item like stick to your hand.
3. Press Shift and try to open the door.
4. Notice nothing happens.

This is not exact duplicate. I mean you can't use blocks with pickaxe, paper, ghast tear, etc. in your hand. Why is this considered intended?

This is also the case when attempting to interact with buttons and levers. In creative mode, the item bobs back and forth as if you are placing something.
With sword in hand while crouched, right clicking a button blocks. With a bow, it pulls back an arrow.
I can confirm this with version 1.8.1 pre-3,
When on a ladder, I cannot click a button, unless I am not holding anything (whether block or item)
