I think this is only visible to you, did not test this though.
Can confirm, but the question is if it applies to all other players as well.
Still, it's a bug as you can't see the rest of the body hat.
I was not able to test SMP for this, but it would be interesting to see if this persists.
I do believe that this is intended. Plus, other players (except spectators) don't see you in multiplayer.
