An efficiency enchantment only applies to blocks that the tool is appropriate for. For example: mining a wooden blok with an efficiency IV pickaxe is as fast as mining it with your hand.

Unless I'm misunderstanding you, I'm pretty sure efficiency enchantments don't work like that (in MC), see MC-4645... the other thing I haven't noticed, but haven't really tested. Will try the sword on wood.
Marios, isn't the resolution of Dinnerbone in MC-4645 not "official" enough ?
