Rain Texture is Upside Down
The rain texture is flipped upside down. After noticing it looked off, I added an arrow pointing up to my rain texture. In-game it showed as pointing down. I also tested this with the default texture and it was the same. Screenshot and rain texture attached.

Surprisingly enough, after testing this in various versions I can confirm this issue is present since Minecraft 1.9, it's just that this bug wasn't reported back then.
Update: This bug is a side effect from fixing MC-50559, so they are related.
Update 2: A way to fix this bug would be to revert the other fix, as it is the easiest way considering this bug is more critical than MC-50559. After doing lots of tests, there is also a way to fix both bugs but it's more complicated.

It's called a texture pack ...
Well yes I could simply flip the texture but I'd rather actually report when things are broken. It's a small issue but an issue nonetheless and can cause confusion.
Joey, yes, book (for enchantment tables) are also flipped, and have been since they were created. Why? I'unno. It's quite an annoyance, but once you make your own design, the flipping is obvious, so you just flip it and never open the file again.
Exactly. It's just an annoyance, but it does exist. I don't see why it would be that hard to fix, and it's inconsistent. So, why not report it?
A big issue here is that even if you fix it, now you're causing the EXACT same issue again, as ALL packs with rain textures would be upside-down. (then of course, they'd also be upside-down in all previous versions of Minecraft when packs flip it to accommodate for the new versions.)

Right. Hadn't thought of that. Of course if you have a pack made for a specific version, you can't expect it to work properly on a previous version of Minecraft so, packs that were made for the previous versions would still work fine and would just need to be flipped for 1.8+. I guess it does cause some headaches, though, and I also wish it wasn't flipped in the first place.
It is, but it's such a non issue, it's pretty safe to delete.
