We only accept bug reports for the latest release which is currently 1.11. This is also a duplicate of MC-50834 and should not happen anymore. Feel free to comment on this report again if this is still the case in 1.11 or any newer snapshots.

This is still a bug and relatively simple to do: do /tp ~ ~ 2E7 a few times until you get kicked for "Illegal position". That world is now unjoinable and you need to edit it with an NBT editor to ever use it again. The /tp command should not let you enter an illegal position.
While the tp command won't accept arguments over 29,999,999, it's still possible to teleport past that using relative coordinates. Enter this twice (but not on a world you want to keep):
