Most likely placed by an Enderman MC-5860
Confirmed in 13w01b. Endermen are even able to place cacti on any kind of block, not only sand.
I would have expected endermen block-placement to cause a block update to it and the surrounding blocks
Is this still a concern in the latest Minecraft version 14w08a? If so, please update the affected versions in order to best aid Mojang ensuring bugs are still valid in the latest releases/pre-releases.
