I'd rather see a Relates to tag. There's already a related tag of MC-59843. Both tickets are narrowly focused and consist of people not knowing anything for sure.
Again, my #1 priority is to get some solid info from Mojang about mob behavior. Like why the heck do the hearts show up if they don't allow breeding.

The Rabbits are not breeding because they are not tamed. You tame them the same way you do ocelots: standing still and holding a carrot. Once the rabbit is close enough you feed it to him and you will see these gray particles emit with the heart particles. The same particles you see when taming a wolf. Once tamed you can make the two rabbits breed.
In my testing, I've found that tamed rabbits breed fine. Wild rabbits will not breed, same as wild ocelots.
Taming rabbits works the same as taming ocelots, BTW, except that you use carrots rather than fish.
I don't think it's possible to properly tame the rabbits in multiplayer (on a server). I tested with a new singleplayer world and it worked. I started a new server and didn't work. The rabbit will always get hearts at the first attempt but will not be tame.
Tame was removed, must let go of carrot and bunnies will breed...
