Horses will not breed while in a minecart. Can't breed even if you have one horse in a minecart and one outside of a minecart or if you have both in a minecart. However, you can do this with other animals.

If it's working as intended, then why can other animals breed within a mine cart?
As of newest release 1.8.2 Pre1, you still can't breed horses in minecarts.
Eric, have you tamed the horses?
Yes, I tamed them. At first I forgot, but when I saw that no hearts came out when i fed them the golden carrots, I knew I needed to tame them.
Also, just out of the main topic, do you have your particles on minimum? If so, you might be having
MC-621.I keep settings to the max. Plus, I tested out with cows to be sure that the other animals are still breeding in minecarts. And the cows produced a baby.
How exactly is this a bug?
How is this working as intended if other animals can be bred while they are in a minecart?
