Note that the following works on "force" as well as "normal" and was also tested with "explode". I explain in the below video, this bug is hard to describe. Also even if there is no WitherSkull present, the black shadow appears, although the above flickering cloud does not.

Okay after testing, I discovered the bug. Excellent find! It's not about mob spawners, it's about particles in general. They visually duplicate at 0 0 0. I confirmed this with a clock and particle command.. But someone has reported it already. So this is a duplicate of MC-64653 and can be closed. But excellent job on finding that bug. Keep your info updated at the other bug.
Can't confirm without your coordinates, but I'd bet it's a duplicate of MC-64653
Better to do a search to see if a bug is posted than to create a copy of the same issue.

the 'black shadow thing' is the wither skull itself. seems like you're teleporting wither skulls to 0,0,0 in some other fast clock?
Nope. I am not. And the wither skull is actually invisible when you remove the particles. And when you zoom in on that shadow, it seems to be a bunch of black squares lined up two dimensionally to look like a 3D cube. Bizarre.
Confirmed for 14w32a. The bug is actually any particles duplicate and trail from 0 0 0.
Steps to reproduce:
Notice the difference of the particle colour depending on if the particle is inside the block or outside.
