ArmorStand has missing pose entries
This is caused by MC-80975. When placing an ArmorStand its body and head rotation are randomized. When you summon an ArmorStand none of its Pose entries are randomized so they are all not saved.

When you place an ArmorStand, its body parts will be always rotated slightly. I don't know if this is intended, but it causes some problems:
- One leg is always slightly tilted
- The head is tilted
- The head looks next to a player when standing directly in front of it
- The body is slightly rotated
- Both arms are tilted

The bug
When a tag in the Pose tag of an armor stand contains the default values, it gets removed. This might be useful for saving the NBT data, but this way it is impossible to use NBT comparison to test if one of the tags in Pose has the default values.
How to reproduce
- Place an armor stand
- Run this command:

- LeftLeg: -1.0f, 0.0f, -1.0f
- RightLeg: 1.0f, 0.0f, 1.0f
Could you merge this post with MC-80974, this is just twice the same issue under another name, since, as you've described yourself already, a NBT Pose tag does not exist when it is 0.
MC-80974 is the expression of this issue, the armorstands are placed with arm and leg poses of 0 and therefore are removed as is described here.
Why is this "Works as Intended"?
The values are not [0f,0f,0f] so they should exist.
