Confirmed. I also came across such a generation once.
By means of making it easier to track Igloo bugs, I will add my findings to this report. They relate to igloo generation problems and can perhaps be added to the initial ticket.
Pictures have been added also.
1. Igloo generates floating on top of ice river with chamber underwater. One block of ladder going down is also flooded/ waterlogged.
2. Igloos generate on steep terrain with exposed shafts that go down into the chamber. See pictures.

Is this still an issue in the latest beta?
The seed and coordinates in the description work in 1.18.2 Hotfix, but not in 1.18.10.24 Beta, so I think it's safe to say the bug has been fixed. This was probably fixed alongside MCPE-141500.
The issue shown in this screenshot is a different issue and still occurs in 1.18.10.24 Beta, so it should be reported in a separate ticket.
Edit: It turns out this was not actually fixed. The igloo was just not generating due to
MCPE-148869.I have found yet another instance of an igloo generating underwater. (Screenshots were added also)
