Enderman still get potion effects when shooting the tipped arrows
Like the normal arrow when shooting at enderman, the enderman will teleporting away and don't get hit by the arrow. But the tipped arrows still applying potion effects to enderman while the tipped arrows not hitting the enderman.

Fixed as of 1.0.0.7. (Probably actually fixed in an earlier 1.0 beta version...)
