MCPE-186510Endermans sometimes do not play the "mob.endermen.stare" sound or when they do it is very low
When an enderman is angry with the player either because the player looked him in the eyes or hit him the "mob.endermen.stare" sound is played but recently in bedrock sometimes this sound does not play unless the player sees the enderman eyes then the sound will play but its volume will be very low

Can confirm, however, the behavior on Java is what is deemed a bug, so this is most likely intentional, see MC-264851
As for the volume issues: these can most likely be attributed to the fact that the "mob.endermen.stare" sound doesn't appear to follow the entity, and is played in a single spot (similarly to MCPE-153196). This would require a separate report.

Observed results:
The enderman will not produce the "mob.endermen.stare" sound when provoked without being stared at in the eyes.
Expected results:
It should play the sound under all circumstances in which it has been provoked, regardless of whether the player stared at it.
