As of 1.1 build 7, you can rename the spawn eggs, but you can't nametag a Wither Skeleton.

This issue is still occurring. The minecraft:nameable component is still missing from the wither_skeleton.json file in the vanilla behavior pack.
Still an issue in latest 1.8 betas
This problem has cropped up on my xbox one realm while I am trying to contain all hostile mobs. Wither skeletons are the only mob I have found that I am unable to use a nametag on.
