Sorry if this isn't a ruin but I have never heard of a structure like the one in the screenshot before. I was playing survival casually when I spotted an Underwater Ruin on the surface and not underwater. I don't know if this is a feature or not but I think it isn't

We're actually already tracking this issue at MCPE-35785, so I will resolve and link this ticket as a duplicate.
