Confirmed in 1.14.1 on Windows 10.
The effect can be seen in third person view, either front or back, although it may not be as easy to reproduce in the front view. It occurs under adjacent slabs vertically offset from each other, to make a sloped roof for example. If there is a flat section of roof adjacent to the sloped part, the effect persists one or two blocks into the flat section, then stops.
The effect can be seen through multiple sloped layers, e.g. a roof under another roof.
The intensity of the rain varies with the angle of your line of sight; it is strongest when looking horizontally in the downslope direction and fades away as you look to the sides, up, or down, disappearing at about 70 to 75 degrees.
The effect is visual only: A cauldron placed where it appears does not collect water.
Similar issues have been previously reported and fixed:
MCPE-9555 Fixed in 0.14.0 Beta
MCPE-23666 Fixed in 1.2.13.54
A related issue, MCPE-37557, about rain passing through blocks at the build height, remains unresolved.
A related issue, MCPE-43610, about rain appearing underwater, was closed recently after 6 months with no updates.
