So i am seeing that every village i come across ,they are empty? I just started a new world so what is going on?

Seed: Coastal Village (-1813740965); Survival Mode; Normal Difficulty; Infinite Size; world created after 1.11.1.
On Windows 10 Version 1809, Build 17763.503, Minecraft Bedrock V1.11.4, many of the villages have no villagers. These are villages which I have never visited. This issue has not been resolved in either the non-beta or beta Minecraft v1.12.0.6, see above screen shots of Beta Village x=179 y=71 z=892.
@Mega_Spud, yes, mob spawning is enabled. I suggest you play the world a while like my wife and I have. It will become apparent in a very short time that the villages become totally void of villagers. My wife is playing non-beta v 1.11.3, and I am playing beta 1.12.0.6. In both cases the villages have become empty. There is a Savanna village, Northwest Map (above spawn), which neither she nor I visited, but it had zero villagers. There are 2 villages near spawn which in my wife's world was repopulated via mob spawners located in the villages. In my case, I found villager zombies underground, and I converted them to villagers to reestablish the village population. There is no doubt in my mind, that 1.11 Village and Pillage Update, created the empty village issue. Bradly Nelson who first reported the empty village issue was correct. I think there are duplicate bug reports which report the same problem.

@Mega_Spud, great observation, villagers spawning in walls, who would of thought that was happening. I posted
MCPE-44332Villages are overrun with hostile mobs..... which may or may not be a factor in zero or decreased village populations. Also, another factor I observed was villagers suffocating when they woke up from sleep and the ceiling is too low in the world generated building. I guess all of these are factors for zero villagers, but all are out of the player's control. I'm hopeful these factors maybe eliminated in a future build.

When attempting to reproduce the bug with a valid (populated) Village, raids work as expected.
The bug is not reproducible with the lack of information provided, and it was implied that the village was not populated. (Possibly related to MCPE-45993 which describes the villages as being deserted, perhaps?)

Are you able to provide a seed with coordinates for the village? Is it possible the Villagers are being killed before you have arrived there?
Tested 5+ Villages using seed -1813740965, all of them were populated as expected. Could you confirm that you have enabled mob spawning, and that you're not using a world template or something else that could be preventing mobs from spawning?
If you have a copy of the world available, you might like to upload a copy of it for investigation.
If the world is larger than 10MB you can upload the world to OneDrive or a similar file sharing site, and then share the link.
Ok - Having looked a bit more closely, in at least some of the villages I found both in your worlds and in newly created ones, some villagers were spawning inside walls/blocks, which resulted in them suffocating and dying. This might be a contributing factor to the issue here.
This bug was fixed in an earlier version, and villagers will no longer spawn inside blocks. For any ongoing issues, please refer to
MCPE-59399.
