tooltip background appears when you're not on the inventory
1.put some items on your hotbar
2. exit the inventory and select an item from your hotbar
you will see the tooltip background appearing on the item's name on the hotbar
you should only see the item's name without the background

Are you using the latest version of the BETA? The one you're listing in affected versions?
This was fixed in the last BETA released over a week ago.

The black background is working as intended per MCPE-79496, and the enchanted apple text color appearing white is being tracked at MCPE-64427.

When you hold an item in your hotbar, there is a background that is displayed and in Minecraft Java edition there is no background. I know there was a similar bug report that was marked as “works as intended” (MCPE-79496) but this makes a difference between Minecraft Java edition and Minecraft bedrock edition.
Steps to reproduce:
1. Grab any item
2. Select it in your hotbar
Works As Intended per 1.16.0.63 changelog:
However is affected by MCPE-79331 which prevents changing it back to pre-.63 state.
