My heads work perfectly fine, this is probably a mistake from the site you copied the command from.
Unless you can rule that out, and reproduce it with other, valid commands, this is invalid.
Try this command:

that command did not work for me and my server kicked when trying to place it.
the command is not the problem, the Skinfiles have disappeared from mojangside.
It seemed something similar happened some years ago.

I've moved this to the WEB project, as the issue appears to be on Mojang's servers and not the Minecraft client or server.
It seems like a lot of textures have been purged from http://textures.minecraft.net/texture/

This causes custom heads to be unavailable in a lot of severs.
This has been resolved. All skins should now be available through http(s)?://textures.minecraft.net/texture/[...] again.
Hm, cannot confirm that.
I had a check running during the last days to see if all skinfiles work again (checked 13k from my website). I can confirm, that a few skinfiles which were shown as missing started working again when I wanted to post the result in the end. So the time of this caching bug seems to be very short... or there was some fix in the meantime.
But there're still a few skinfiles which dont work just right in the moment. I posted them in the other task:

I think we are talking about two different issues that have resulted in some skins being unavailable. This issue, about a sudden disappearance of skins, has been resolved. The other issue,
WEB-4566, about skins that come and go due to caching, has not yet been resolved. Rest assured we are working on sorting that out!This head is still untextured and steve's head appears in its place.
