I believe this is caused by the 20w22a changes in how datapacks affect gameplay.
Perhaps give an option in video settings to turn off dynamic FOV for speed and sprinting/flying separately? That would be really useful because I think FOV change for sprinting is necessary to know whether or not you are sprinting.
It seems that the skeleton needs to successfully be able to pathfind to another block in order to properly face its target. When you do not allow the skeleton to do so, it cannot face the correct way while aiming. Confirmed in 1.16 Pre-release 8 with both iron golems and players.
This bug is basically unfixable, however, because rotation is part of mobs' pathfinding. This means that mobs turn to face the direction to which they are pathfinding. This is apparent in the bug where mobs turn around randomly and do 360s, looking for a block to pathfind to, before finding a block and moving there. It would take massive changes in the game's code to be able to fix this bug by separating the rotation and movement packets.
Does it happen in default generated worlds?
One day, I wanted to play Minecraft. After about 10 minutes I went into the inventory, and then I noticed that I could no longer see my hand and what I was holding in it. I couldn't even see the items. I hope you solve this problem.

Should technically be resolved now, you can negate the fov change of speed and soul speed in settings.
