Mobs do not drop rare drop items when killed by a player in Creative Mode
Mobs do not drop rare items, for some reason. This includes wither skeletons not being able to drop stone swords and wither skeleton skulls, but also rare drops of other mobs. To recreate, give yourself a Looting 10 sword, a high Strength level, and spawn in some wither skeletons. No matter how many you spawn, you will not be able to get skulls or swords from them at all if you are in creative mode. Once you switch to survival, however, everything returns to normal.

Same cause as MC-187504
Affects 1.16 pre2
EDIT: It seems to only affect Creative mode, drops work normally on Survival
Can recreate 1.16pre2.
Killed about 40 wither skelleton's, 40zombies and 40 normal skeletons. No rare drops at all. Using Looting 3, Smite 5 Sword.
Also can recreate in 1.16 pre2. Wither skellis don't drop stone swords, zombie don't drop anything like carrots, iron, skeletons don't drops bow.
The killed_by_player condition is never met/applied when killing mobs while in creative mode.
It will take awhile if you want a stone sword. I got one on a few tries. I tried Looting III for a wither skull, and it worked the first time. Just be patient and you'll receive your wither skulls.
