When item stacks are transferred to chests via vertical hoppers they will split the items between the top and bottom chests instead of sending all to bottom.
How to Recreate:
1) Place chests & hoppers as in pictures.
2)
Throw a stack (or multiple)of items ontop hopper.3) Watch the hoppers split the stack(s) between top and bottom chests.

2) Use Water streams and dispensers to transport large volumes of items to top hopper.
3) Watch the hoppers split the stack(s) between top and bottom chests.
Start The World. Examine tick rate... Walk away, check again each couple hours to see tick rate getting worse and eventually as below. Only a restart fixes it.

My apologies for not finding 109303 before I posted. May I inquire as to why the issue is still unassigned? This is a critical component of redstone as this style of clock is used frequently in many farms, elevators, doors etc. It will break many peoples worlds & should be considered urgent.

Thanks Jeb! Glad to know the hoppers are working again! The rest of redstone was looking pretty solid in this snapshot too! Looking forward to 1.11 stable! You guys are doing an amazing job! Never thought Minecraft would have this many awesome new features back pre 1.9, keep up the awesome work!
I too have noticed some redstone update bugs when moving to 1.12, not just observers, but always on pressure plates etc. Fixing in my case required being in creative & rebuilding from that mode as using newly crafted components in survival repeated the issue at the given block or chunk. Perhaps this needs looking into by devs as there may be some kind of Redstone update corruption occurring during the upgrade to 1.12
Curious to see if this gets fixed as it breaks all currently used village mechanics. Why isn't this assigned? One of several bugs that shouldn't have even made it out of the snapshots. Breaks an Iron Golem farm I've been working on for months on my patreon server for example:

This is due to Stacked Iron Golem Farms being broken by to this bug: https://bugs.mojang.com/projects/MC/issues/MC-131029?filter=allopenissues
Villagers now need an extra vertical block distance from doors to de-register them as/from a village, breaking most Village Breeders on/off switches & all Stacked Iron Farms.
Confirmed in 1.13, turned a lot of redstone circuits into clocks and tanked my Patreon servers tick rate as a result.
Confirmed in 1.13 stable, my poor tree farm is now useless.
Seeing very similar in Single player. TPS just drops over time without any apparent cause.
Yes, it's my bad for explaining it wrong. Try using a dropper into a water stream dispensing items. While hopper limit would always force items into a top chest when necessary, now it seems to happen too frequently and too evenly. The timing just seems off, like it's doing a push then pull pattern. I've had item filters fail to grab items as a result and things ending up in the wrong chests in cases where this didn't happen previously.
I've updated my description of how to recreate.
@slicedlime I'm seeing the same issue in 1.15.2 on my server. A restart didn't fix it. Do you still want a world download to check? I can do it but it's gonna be a big one (4gigs).
