Pulling items with a fishing rod has been in the game since 1.10, but the mechanic wasn't perfected until snapshot 16w43a.
The bug shown has been present since snapshot 16w44a and remain in effect up to the newest version, 17w06a.How it should work

In 16w44a and above (including 1.11.2) this action became inconsistent making it so that after you hook and try to reel in an item, the item will only move a block.Steps to Reproduce:

Fishing Rods Cannot Pull Items To A Player
/fill-ing redstone blocks will only power a single command block at a time, and the other command blocks power once their neighbor is broken.

Using /fill to placce muitiple redstone blocks should power every command block that comes in contact of a redstone block/
