This bug could be due to the fact that you may have higher quality speakers on your computer than your device. If the exact same sound file is being played on both the computer and the device, there should be no discrepancy.

Works as intended. This is a Minecraft PE-exclusive feature that allows players to easily make horizontal structures in the air. If you were to tap the screen of your device in the screenshot, a block would be placed.
