Seems to be an issue with the Fresh Animations resource pack; you're using it without Optifine installed. Please install Optifine in order to fix it. Also, please report resource pack issues to their respective authors instead of Mojang next time. Resolving as Invalid and a duplicate of another issue (
MC-237581) which is also invalid. What do you mean by "alternate hotbar"? Which specific object? Could you show images?

This is occurring to my Windows 10 computer (custom built), and no matter how hard I try, it never downloads the required resources.
My custom built computer doesn't even have a model number (it's listed as "To be filled by O.E.M." in System Information), but I can give you some of the specs:
Processor: AMD FX(tm)-8350 Eight-Core Processor, 4014 Mhz, 4 Core(s), 8 Logical Processor(s)
Motherboard: SABERTOOTH 990FX R2.0
GPU: NVIDIA GeForce GTX 970
