I was using the RandomTickSpeed gamerule in-game, I planted a kelp plant, but I regretted it and I broke it, but I guess it grew at that exact moment, and I guess it was a coincidence.
Steps to reproduce:
1. use /gamerule randomTickSpeed and set it to a number higher than 3000
2. place kelp and let it grow
3. randomly break itAnd then you might get a floating kelp plant.

Umbra standard command blocks cannot be placed in survival mode, so why should it be possible with command block minecarts?
This becomes even more dangerous with MC-114692, because players can execute commands even if they don't have operator status using pre-filled command block minecarts. This bug will become a lot less dangerous if players cannot place command block minecarts in survival mode.

I first broke it with my hand, then an item, then an tool, and lastly a block, so I don't think it matters, they all floated.
And I think it just has to do with randomTickSpeed

It doesn't freeze... I just found this on accident and just went searching, there was nothing saying something about floating kelp because of breaking kelp while it grows?

I don't think it really had to do with randomTickSpeed either, I think it just is easier to reproduce on a higher Tick Speed.
It probably is so hard to reproduce on lower ones, is because it then takes ages, and that it happens so randomly.
It might just be because it doesn't check if it still has another block underneath?

I think it's because you have that Low-Range Laptop, some laptops work better for games than others.
Works for Creative and Adventure mode too.
This is not a bug, survival players can indeed place command blocks.
Probably because of the snow.
Mojang, maybe make this a feature but that you make it easier to use?
