Minecart with command block can place by survival mode player & dispenser
Survival mode player and dispenser can place down minecart with command block on the rail, expect to not placeable just like command block does.

This is not a bug, survival players can indeed place command blocks.

Umbra standard command blocks cannot be placed in survival mode, so why should it be possible with command block minecarts?
This becomes even more dangerous with MC-114692, because players can execute commands even if they don't have operator status using pre-filled command block minecarts. This bug will become a lot less dangerous if players cannot place command block minecarts in survival mode.
There's no security concern at this time because command block minecarts cannot be placed with data already inside
