Missing doco for System Requirements
There doesn't seem to be any official documentation on the system requirements or minimum OS for Bedrock Dedicated Server which looks to have caused some confusion in the past.
Updating https://help.minecraft.net/hc/en-us/articles/360035131651-Dedicated-Servers-for-Minecraft-on-Bedrock- to include System Requirements might help resolve some issues.

We're currently tracking this issue under BDS-3141.
3141 was raised with Mojang before I came across this one so it has become the main ticket.
If you would like to add a vote and any extra information to the main ticket it would be appreciated.

Excellent, I'm going to ask for this issue to be closed as resolved but am going to have it "related" to BDS-3141 which relates to missing documentation in regards to system requirements.

Given the age I'm assuming (hoping for your sake!) you got this sorted, but you need to install/update the openssl package on your linux install. Because this is more of a tech support issue I'm going to ask for this ticket to be closed but am going to relate it to BDS-3141 which is asking for System Requirements to help people know what platforms they can use BDS on.

I'm hoping you got this sorted post your report. However please note to resolve this you would have needed to install Visual C++ Redistributable Packages for Visual Studio 2015.
I will ask for this to be closed and related to BDS-3141 (which covers system requirements).

I'm hoping you got this sorted. BDS is currently only supported out of the box on Ubuntu 18, for other versions or distributions you need to work out the missing dependencies. In many cases you need to have libcurl4 and openssl installed on your server.
As this is a technical support issue I'm going to forward it through for closure but relate it to BDS-3141 which is aiming to get some documented system requirements to alleviate the confusion.
