Unless something changed I don't think its possible to run a BDS instance with Education Edition. I believe what you're doing is this which isn't Bedrock Dedicated Server.

You don’t know, my client is bedrock edition 1.14.30. The way to open the EDU content in BDS is to create a map in bedrock edition and open the EDU button, then export the map and upload it to BDS. With EDU content, I can provide some BDS screenshots and pictures of Bedrock edition balloons not working properly in BDS.
You may be able to start a world like that but as you've discovered, the features don't work. There was a pilot of a dedicated server within Azure which was distinct from BDS as demonstrated here.
Hi proton, before answer you let me suggest IonicEcko to take more seriously the research of problems in order to say things like "features don't work". We are few bedrock server admins, and there is less serious information or documentation of bedrock servers and that's sad, I hope that soon that will change. It is true that education features are not planned to work in servers but they do.
Just enter Resource Packs>Chemistry>Entities and finde balloon and icebomb files. COPY both, please read, COPY, and Paste the copies inside Resource Packs>Vanilla>Entities and you are done, the balloons will work but considerate that for example, foxes dissapear when you tammed them with balloons.
I am a REAL bedrock server admin, please, anyone that DON'T have experience with bedrock servers, it's better to reply with "I don´t know" instead of say "That's not possible".
Proton, the last thing I have to tell you is that kick console command will stop working after activate education features, is a rare behavior of the trick, I tried to fix it but the limited access that we, server admins have, to control our servers is still very very very VERY limited and I failed to reactivate Kick console command.

My comments all relate to supported functionality. BDS (unofficially based on a number of sources) doesn't support Education or Experimental gameplay. I didn't submit this one for closure because there's no official documentation on the matter so I could at any moment be proven completely wrong by a Mojang release

I'm glad you have a way to get it working though please know its not a supported "out of the box" configuration. I'd also ask for a little more respect when addressing others
. I host 5 BDS instances for both the public and my friends and family so while you're absolutely right that I don't have experience making Education features work in the way you've described, I absolutely have experience with BDS and do my best to keep this section of the JIRA moving.

Hi Hector, I just pushed a same issue few hours ago and have been mentioned by IonicEcko, your solution has some mistakes which can be noticed very easily, the correct way to solve the problem is:
Tested in 1.16.1, should work in any BDS versions.
bds doesnt support education edition features currently
Is it confirmed that education edition features aren't supposed to work on BDS? I was hoping to use the fly-but-not-creative feature.
