Any type of sound will stick to the same place instead of following the source of the sound.
when mobs walk, they leave their sound behind, so the sound seems to come from the air around the mob.(this may seem more like a feature request than a bug report or may even be intended, or may not be worth the time to fix) reproducing is simple, make the weather rain using the command /weather rain, then use a command block and run the command /summon Enderman , and set it to "repeat" and "always active". then the endermen will teleport around, sometimes leaving "enderman vwoops" (excluding teleporting) behind. if you turn on subtitles, the subtitles prove that they leave their sound behind.

i will be giving steps to reproduce and some more information right now.
Confirmed, though it has always this been this way and might be intended.
I know, I didnt think ahead a lot when i reported this "bug" and it seems more similar to a "sound improvement request" if not a "bug".
Why is this bug unconfirmed?
Shouldn't this be opened, and shouldn't we wait for a Mojang dev to mark this as "Works As Intended"?
I think this is a major issue with mobs like with Endermen's growl sound
