The bug
When a legacy portal which is not at 0, 0 is used to respawn the ender dragon the portal is directly replaced with endstone. This makes the end crystals which still exist at that point be on top of endstone even though they cannot be placed on it.
The new end portal at 0, 0 is directly placed after that.
Expected behavior
The old end portal would be replaced at the end of the respawning process when all end crystals explode. After that the new unlit end portal at 0, 0 should be created.

This bug has been long since blocked by
MC-104897so we're currently unable to test.This bug is also blocked by the fix for
MC-104897, because the game no longer moves the exit portal when respawning the Ender Dragon in old worlds. As a result, it cannot in 1.17 Pre-release 1 or higher. Thanks for the update. I have resolved this report now as Invalid because it does not occur in 1.19.1-pre 5 (and probably older versions) anymore. The old legacy portal is reused and no new portal is generated.
