How to reproduce
- Type in /summon
- In the tab-completion suggestions for the first argument, put your cursor on minecraft:bat
- Use the arrow keys to move the yellow selection up or down
→ Observe the hover still appear at the location of the cursor, but with the contents appropriate for the yellow selection
