This is happening because that bottom water source is actually being deleted by the above water source. MC-128860 is the cause of this (I feel like MC-130530 is a dupe of that one, but it's been marked as "related to" instead, so I'll leave it up to the mods to decide which one this bug report is a dupe of), see my latest comment there (as of writing) for a bit more explanation.
P.S. If you need that 2x1 setup for a map/decoration or something, it'll work correctly if you first place the grass and then put the water on top.
More likely caused by MC-130530.
I'm pretty certain it's not caused by MC-130530 because the lag only happens when the block is placed. Also, this happens to me on land as I've found out recently. So I'm certain that this is a lighting issue.
I think this is related to MC-130530 . Placing water to make a pond or tank has become quite challenging since source blocks aren't created or are destroyed and can affect things like being able to place kelp or as in this case not having items float to the surface. Press F3 and look at "Targeted fluid" and see that the blocks where the items get stuck you get the restult "true" for falling if you look at the solid block below the water block.



This still occurs in 1.13-pre1
The Targeted Fluid of a water block is changed to flowing_water and falling to true if a player places a water block on top of it. Easy to recreate by making a 3 tall column of blocks and placing 3 water against it from the floor up. then remove the top water block and all of the water is deleted.
How do you fix this in 1.16?
